What is the Paperless System?
The Paperless System is a digital customs processing platform officially implemented by the Thai Customs Department on August 1, 2006. It was introduced to replace traditional, paper-based procedures and promote a more efficient, secure, and paperless customs clearance process. Initially, the system was applied to export declarations and Goods Control Lists (GCL), while import declarations continued to operate under the existing EDI (Electronic Data Interchange) system. Over time, the Paperless System has been expanded to cover additional customs operations.

Who Needs an Import-Export License in Thailand?
You’ll need an import or export license in Thailand if your business involves bringing goods into the country or shipping goods abroad — especially when the goods fall under regulated, restricted, or controlled categories.
While many general goods do not require prior licensing, certain products (e.g., medical devices, chemicals, gold, vehicles, or cultural items) must be approved by the relevant government authority before they can be imported or exported.
